JANET KUNG, FOUNDER & ENVIRONMENTAL PLANNER
Janet is an environmental planner with expertise in environmental planning and permitting. She is well-versed in laws and policies that regulate environmental resources in the Central Coast region of California and has experiences in preparing CEQA/NEPA documentations, coordinating permitting, and monitoring and compliance. She worked as an environmental project manager and planner at consulting firms in Central California, land planner at PG&E, and environmental compliance and monitoring manager at the California High-Speed Rail Authority before starting Ecological Insight.
She is committed to deliver high-quality and comprehensive environmental documents in a timely manner and dedicated to foster a collaborative and enjoyable work environment.

California High-Speed Rail Palmdale to Burbank Project Section EIR/EIS
This section of the California High Speed Rail system passes through rural, suburban and urbanized areas of southern California as well as, the Angeles National Forest and San Gabriel Mountains. Janet coauthored the EIR/EIS, coordinated permitting, and responded to public comments on this project.
I-80 Ashby Interchange Improvement IS/EA
The project provides interchange and local road improvements along Interstate 80 at the Ashby Avenue Interchange to provide congestion relief and increase multi-modal connectivity. The project is adjacent to sensitive environmental resources in the San Francisco Bay. Janet coordinated Section 404/401 permits, conducted Section 7 consultation, and authored the technical visual impact assessment.
California High-Speed Rail Merced to Fresno/Fresno to Bakersfield
This section of the California High-Speed Rail System is the first 119 miles of construction out of the 500-mile system. Janet is leading the environmental monitoring and compliance effort on this project to ensure sensitive environmental resources are protected while project objectives are met.
I-680 Fremont Interchange Improvement Project
The purpose of the project is to improve traffic operations and safety at the respective interchanges by improving accessibility, enhancing mobility, and providing modernized bicycle and pedestrian connections. Janet conducted the preliminary environmental impact assessment and advised a streamlined environmental clearance strategy.
San Jose Housing Element Update EIR
The Housing Element is part of San José's Envision 2040 General Plan, a community-based plan that serves as the blueprint for the City's growth. The Housing Element identifies the city’s housing needs and opportunities and establishes goals and strategies to inform housing decisions. Janet advised the environmental clearance strategy and authored the environmental document.
Sabercat Creek Trail Extension Project
The City of Fremont’s I-680 Sabercat Bridge & Trail will build a landmark bicycle and pedestrian gateway into the City of Fremont. Janet conducted the environmental impact analysis to protect the significant biological and cultural resources in the historical park.
Amazon Web Services Data Center EIR
The primary goal of the data center is to be a state-of-the-art data center that provides greater than 99.999 percent reliability (fine nines of reliability). Data centers can at times result in significant greenhouse gas impacts. The project also borders several agricultural lands. Janet conducted research and authored the environmental document for this project.
Oakmont Senior Housing ISMND
Hall Equities Group proposes to construct a new senior housing and care complex consisting of 254 multi-family units and a 136-bed residential care facility for the elderly (RCFE) in the northern portion of the City of Walnut Creek. The project could be inconsistent with the Floor Area Ratio for the zoning. Janet authored the environmental document and provided a creative clearance strategy for the project.
